President of the Kyrgyz Republic Sadyr Japarov spoke at the "Central Asia - USA" (C5+1) summit held in Washington.

“Dear Mr. President Trump,

Dear colleagues,

I am very pleased to meet with you within the framework of 'Central Asia - USA'.

On behalf of the people of Kyrgyzstan, I express gratitude to the United States and personally to you for the warm welcome and for organizing this meeting.

Kyrgyzstan highly values its multilateral relations with the USA and seeks to strengthen them.

Our interactions over the past ten years demonstrate a growing interest in expanding cooperation between our countries.

Dear colleagues,

The region is experiencing positive economic dynamics.

However, for sustainable development, it is crucial to develop trade relations with the USA and attract American investments.

A priority for us is the development of financial and banking cooperation, which will enable banking transactions, attract investments, implement projects, and activate trade between Central Asia and the USA.

Our region has significant energy resources.

There are many opportunities for cooperation with American companies in this area.

The Kyrgyz Republic has focused on three strategic directions in its relations with the United States.

The first direction is hydropower.

The total hydropower potential exceeds 140 billion kWh per year, but currently only 15% of this volume is utilized.

Kyrgyzstan is ready to offer attractive large projects for investment in this area.

The second direction is transportation links.

As a landlocked country, Kyrgyzstan pays special attention to the construction of modern transport and logistics infrastructure and strengthening interregional connections.

This will create conditions for expanding trade and turning the region into a transit center.

The third direction is the development of information technology and artificial intelligence.

In our country, the motto 'Live in Kyrgyzstan - work with the whole world' is actively promoted.

Kyrgyzstan has become one of the first countries in the region to adopt a 'Digital Code', creating favorable conditions for the growth of the digital economy and attracting investments.

The field of information technology and the creative economy are developing rapidly.

Historically, Kyrgyzstan has not exported goods to the USA.

However, over the past five years, exports of IT services to the USA have increased 45 times. In 2024, Kyrgyz IT specialists provided services to more than 63 countries totaling 130 million dollars, with the USA ranking first in export volume.

The USA accounted for 40% of all IT services, including companies from Silicon Valley.

According to the international Chainalysis index, Kyrgyzstan ranks 19th in the world in terms of cryptocurrency adoption.

In this context, Kyrgyzstan offers the United States a partnership in digital regulation, including the development of innovative RegTech (regulatory technologies).

In particular, the Kyrgyz side proposes to create a regional RegTech hub (RegTech Trust Hub) in Kyrgyzstan.

Emphasizing the importance of expanding trade, economic, and investment relations, the Kyrgyz Republic plans to hold the second meeting of businessmen in the B5+1 format in Bishkek on February 4-5, 2026.

I am confident that this event will be an excellent opportunity for American businesses to expand cooperation in areas such as agriculture, e-commerce, information technology, transportation and logistics, tourism, and banking.

In conclusion, I want to express my confidence that today’s meeting will give a new impetus to multifaceted cooperation between Central Asia and the USA.

My gratitude to President Donald Trump for organizing the 'C5+1' format.
