Mirziyoyev, Dairov emphasizes the importance of returning to the project of transferring part of the runoff from Siberian rivers, which was developed by Soviet scientists in the 1970s and 1980s.

I have sent an Open Appeal to the President of the Russian Federation V.V. Putin, in which I justify the necessity of resuming this project. The letter outlines arguments that, in my opinion, are critical for the future of Central Asia.
You, as President, are making significant efforts to address the legacy of past leaders of Kyrgyzstan, including socio-economic and environmental issues. I would also like to note your initiatives regarding the mountain summit planned for 2027.
In addressing you, I want to raise the issue of the "unfreezing" of the International Fund for Saving the Aral Sea (IFSA), a decision made in 2016 that continues to negatively affect the national interests of Kyrgyzstan. The responsible individuals involved in this process still hold high positions in your circle without facing any accountability.
Since 2016, I have repeatedly appealed to the country's leaders and published articles proposing ways to optimize cooperation within the IFSA. Unfortunately, my conclusions and proposals have not been taken into account, and I am ready to discuss them with you in a personal meeting.

You have repeatedly raised issues of ecology and climate change at international forums, emphasizing that the temperature in Central Asia is rising almost twice as fast as in the rest of the world. I share your concerns and understand the importance of these issues.
In the face of increasing challenges related to climate change, I believe it is necessary to return to the idea of transferring part of the runoff from Siberian rivers. I have sent an appeal to President of Russia V.V. Putin requesting to initiate discussions on this project. Attached to this letter is the text of the appeal.
However, successful implementation of such a large-scale project requires the joint political will of all leaders of Central Asia and Russia.
That is why I urge you to reach out to the President of the Russian Federation with the initiative to resume this important regional project, which was suspended at the initiative of those responsible for the restructuring. The implementation of this project can not only address ecological and socio-economic issues but also strengthen friendship and mutual understanding among the peoples of Central Asia and Russia.
Joint efforts of all interested parties can lead to a worthy resolution of the emerging problems related to climate change and the reduction of water resources, ensuring a safe and prosperous future for the peoples of Central Asia.
