At the first meeting of the VIII convocation of the Jogorku Kenesh, he made this statement.
The head of state noted: “I have been a deputy twice and I understand why you prefer to invite ministers specifically. Of course, in some cases, their presence is indeed necessary, but in most situations, it is possible to manage with their deputies.”
He emphasized that ministers are usually busy and often participate in other meetings or work in their ministries, so it would be more effective to interact with their deputies or other qualified specialists.
“A minister should be involved in the work of their department around the clock. To increase efficiency, I ask you to communicate more often with the deputy ministers or experts,” added Sadyr Japarov, also noting the importance of respect for the parliament, which was elected by the people.
