He strongly recommended not to exert pressure on ministers and local authorities


“In previous parliamentary convocations, there was a negative trend. At that time, there was a system where deputies were subordinate to factions. They often approached ministers and regional leaders with requests to employ their acquaintances or relatives. This became the norm. In cases where a civil servant refused to fulfill such requests, their mistakes were publicly exposed and sometimes exaggerated to significant proportions, provoking public criticism,” the president noted in his speech at the first meeting of the new convocation of the Jogorku Kenesh.

He called on deputies for constructive criticism based on facts, not personal interests.

“It is completely natural that there are no ideal leaders, and we can all make mistakes. As the folk wisdom says: ‘He who does not work, does not make mistakes.’ If you notice serious shortcomings — criticize, it contributes to improvement. However, if it concerns corruption or abuse of state funds, these issues must be raised with specific evidence. If an official is involved in corrupt schemes, they will face punishment, regardless of their status,” the president added.

He also urged deputies to nominate truly competent candidates for the personnel reserve.

“As of today, 590 specialists are registered in the Unified Personnel Reserve. We select candidates for vacant positions exclusively on a competitive basis. Our work will continue until the practice of hiring through connections is completely eradicated. We will adhere to a competitive approach until graduates of the ‘Akyilman’ schools come to public service,” the head of state concluded, addressing the newly elected deputies.
