Dosmambetov emphasized that organized corruption schemes operate in medical institutions, but ordinary doctors are not involved in them. “It is necessary to take decisive measures to combat corruption, although there is a risk that this may lead to an even greater number of doctors leaving. We do not aim to detain the guilty or initiate criminal cases, but we strive to reform the system and eliminate the conditions that contribute to corruption,” he explained.
The minister called on the heads of medical institutions to engage in open dialogue: “I am ready to cooperate. If you have previously been involved in corruption schemes, that will remain on your conscience. Today we need to move forward and eradicate corruption. Your suggestions will be heard.” He also announced the start of raids and tightening of requirements. In several cases, doctors have already expressed their intention to leave. If they make such a decision, it is their choice. However, in his opinion, many leaders include unnecessary medications in the applications for medical supplies, which leads to misallocation of budget funds. “We will put a stop to such actions,” added Dosmambetov.
He also noted that the departure of doctors will not be a serious loss for the system, as the focus will be on promoting young specialists. “Many clinics have influential figures who effectively control the institutions and hinder the development of young personnel, dividing the staff into ‘their own’ and ‘outsiders’. We must create a transparent system. If any of these leaders decide to leave, we will not hold them back, but I remain open to dialogue,” he concluded.
