During the people's kurultai on December 26, President Sadyr Japarov emphasized the low voter turnout in the recent elections, which was only 36.9% on November 30, 2025, while in the 2021 elections, this figure was even lower at 34.61%.
The deputy proposes to implement mechanisms that encourage an increase in the number of voters, including lotteries for participants in the voting.According to the draft law, all citizens of the Kyrgyz Republic who have reached the age eligible to participate in elections must be present at the voting.
Exceptions include:
- persons recognized as incapacitated;
- citizens over 70 years old;
- those who are outside the country on the day of voting;
- persons unable to vote for a valid reason (for example, due to a natural disaster or serious illness), which must be documented;
- military personnel and law enforcement officers on duty that day, as well as workers on a rotational basis whose organizations are approved by the Central Election Commission.
If a citizen fails to come to the elections and does not confirm the validity of the reason within the established time frame, they will receive an official warning from the Central Election Commission about violating their civic duties.
Repeated (three or more times) disregard for elections without a valid reason may lead to a temporary loss of the right to:
- run for elected positions;
- hold state and municipal posts.
- benefits for payment of state and municipal services;
- additional points when applying for state and municipal reserves.
Territorial election commissions will have the right to organize lotteries.
