At the GNS, barriers to the use of cashless payments by entrepreneurs were discussed
During the meeting, important issues were raised regarding the use of various cashless instruments, such as business wallets, POS terminals, bank accounts, cards, and QR payments. Participants discussed the problems faced by entrepreneurs, including high fees for processing cashless payments, delays in crediting funds to accounts, lack of information about the payer in bank statements when using QR codes, and complex requirements from some banks that hinder business operations.
In response to the issues raised, representatives of the State Tax Service proposed a number of practical and regulatory measures. In particular, they recommended:
• considering the possibility of reducing fees for entrepreneurs for cashless transactions;
• developing technical solutions for expedited fund crediting and improving the transparency of payment information;
• utilizing existing electronic services of the State Tax Service to verify the registration of entrepreneurs without the need for paper documents;
• initiating changes in regulatory legal acts to simplify the process of opening bank accounts;
• considering amendments to banking legislation that would allow the use of personal wallets for conducting business in a digital economy.
It is important to note that the development of the digital economy and support for cashless payments should be accompanied by convenient, fast, and transparent services for entrepreneurs, rather than creating additional barriers.
As a result of the meeting, specific tasks were formulated for the banking sector and the regulator to address the identified issues. Representatives of the National Bank and commercial banks expressed their readiness to consider the raised questions and take measures to resolve them within their competence.
The State Tax Service will continue its work to protect the interests of entrepreneurs and improve the conditions for doing business in the context of digitalization.
