The head of the cabinet pointed to the improvement of legislation and transparency in the construction sector

Adylbek Kasymaliev, who is the Chairman of the Cabinet of Ministers and Head of the Administration of the President of the Kyrgyz Republic, participated in the meeting of the Ministry of Construction, Architecture, and Housing and Communal Services. This was reported by the press service of the Cabinet.

Before the meeting began, Kasymaliev familiarized himself with the construction process of the new building of the Republican Center for Certification in Construction, located in the capital.

On the site in front of the ministry, he also inspected vehicles intended for subordinate structures, as well as mobile construction laboratories.

During the meeting, the results of the construction sector's work and the ministry's activities over the past years were discussed.

Kasymaliev emphasized that the construction sector shows stable growth and is becoming one of the main factors in the country's economic development.

According to him, by 2025, the gross domestic product of the construction sector will amount to 438.5 billion soms, while in 2019 this figure was 58.5 billion soms. Thus, the sector has increased eightfold over six years.

Furthermore, according to information from the Eurasian Economic Commission, in 2024, the construction sector of Kyrgyzstan will grow by more than 31%, which is one of the highest rates among the CIS countries.

Since 2021, more than 170 billion soms have been invested in the construction sector, allowing for records to be achieved and the completion of 936 social facilities.

Capital investments in social infrastructure have also significantly increased: if in 2021, 2.7 billion soms were utilized, by 2025 this amount will rise to 13.2 billion soms.

Nevertheless, Kasymaliev noted that despite the achieved results, there are a number of systemic problems in the sector.

He emphasized the need to improve the legislative framework in the field of architecture and construction, accelerate the development of the Urban Planning Code, and conduct an inventory of the ministry's regulatory acts.

He also touched upon issues related to the development of housing and communal services and the importance of controlling the attraction of citizens' funds in the construction of apartment buildings.

As a result of the meeting, specific instructions were given aimed at improving legislation and increasing transparency in the construction sector, as well as enhancing the mechanisms of state architectural and construction control.

In conclusion, the Chairman of the Cabinet of Ministers emphasized the importance of creating favorable conditions for citizens and businesses, reducing bureaucratic barriers, and ensuring transparency in the ministry's work.

He also noted that, considering the achieved results, the work of the Ministry of Construction, Architecture, and Housing and Communal Services is rated as "good" and highlighted the significant potential for further development.
