
The deputies of the Jogorku Kenesh discussed and adopted in the first reading a draft law concerning amendments to the Law "On the Procedure for Considering Citizens' Appeals".
Among the initiators of this draft law are deputies: Baktyyar Kalpaev, Kubanychbek Samakov, Ravshanbek Rysbaev, Azamat Isirailov, Temirlan Aitieev, Ilimbek Kubanychbekov, Mederbek Chotonov, Gulzhan Satieva, Cholpon Esenamanova, Alisher Kozyuev, Venera Salyamova, and Gulsunkhan Junushalieva.
Baktyyar Kalpaev, one of the authors of the initiative, emphasized that the goal of this amendment is to increase the efficiency and speed of processing citizens' appeals in the context of the digitalization of public administration.
He added that thanks to modern technologies and process automation, it is possible to reduce the time for considering appeals to 10 working days, whereas currently it is 14 working days.
During the discussion, the deputies expressed concern that reducing the timeframes should not negatively affect the quality of responses. Gula Kozhokulova noted that there are risks associated with the quality of processing appeals. She emphasized that many citizens' requests require more detailed analysis, as this is directly related to the public's trust in government bodies.
Kamila Talieva pointed out the complexity of some appeals, which may require the creation of specialized commissions or additional checks.
Nevertheless, Baktyyar Kalpaev noted that the processes of coordinating and approving documents have significantly accelerated thanks to electronic systems, which allows for a considerable reduction in the time needed to prepare responses.
As a result of the discussion, the draft law was adopted in the first reading.
Also during the meeting, a second draft law "On Amendments to the Law of the Kyrgyz Republic 'On the Guarantees of the President's Activities and the Status of the Ex-President'" was considered and adopted, aimed at ensuring the realization of citizens' rights to accessible and quality preschool and school education.
