Tender announced for the second phase of the Ulaanbaatar Metro construction project under the EPC+F scheme

On December 24, IPMO also reported the completion of the evaluation of proposals for the first phase. Recall that the first phase of the tender for the selection of a general contractor was announced in October 2024 and started in April 2025, with 27 companies from seven countries participating, including the United Kingdom, France, India, China, Mongolia, South Korea, and Russia.

According to information from IPMO, the second phase of the project will be divided into two sub-projects. The expected budget for the first sub-project is ₮6.6 trillion (approximately $18.6 billion), with the contractor required to provide financing for 85% of the total cost, while the remaining 15% will be allocated from the capital budget. The tender announcement for package II is planned for the fourth quarter of 2026.

The project management consultant for Ulaanbaatar Metro has been selected as Dohwa Engineering from South Korea. Since July 2024, the consultants have prepared a revised feasibility study and conceptual design, which have been reviewed and approved by government authorities.

According to the updated feasibility study, the metro will be built along Enkh Taiwan Avenue, with a length of 19.4 km, and will be located 20–30 meters underground with 15 stations. The system is expected to transport up to 17,000 passengers per hour during peak times and by 2030, it is projected to serve around 450,000 passengers per day, when the number of trips in Ulaanbaatar is expected to reach 4.5 million.

The implementation of the project is expected to reduce traffic congestion in Ulaanbaatar by 18%. Travel time between the Tolgoit and Amgalan stations is expected to decrease by 32 minutes, and economic losses associated with traffic jams and excessive car use will decrease by approximately $600 million.

Additionally, the project will create conditions for the development of 150–200 retail and service enterprises at the metro stations and will allow for the concentration of more than 150,000 jobs in these areas, positively impacting the city's economic activity. From an environmental perspective, the project is expected to reduce annual carbon dioxide emissions by 213,000 tons, which is comparable to the emissions produced by 20,000 traditional Mongolian yurts.
