On November 18, during the ceremony for the launch of the upgraded fourth hydro unit of the Toktogul HPP and the second unit of the Uch-Korgon HPP, the Minister of Energy of the Kyrgyz Republic, Talaybek Ibraev, announced upcoming plans.
He specified that the project for the creation of floating solar power plants will be implemented in two phases, with an expected total capacity of 612 megawatts.
Representatives of local authorities and leaders of the city of Kara-Kul attended the event.
According to information presented at the ceremony, the capacity of the Toktogul HPP increased by 240 megawatts — from 1200 to 1440 megawatts after the modernization was completed.
Ibraev also added that in 2026, the construction and commissioning of 25 small hydropower plants is planned in the republic.

The Toktogul HPP was launched in 1975.
The first hydro unit began operation on January 5, 1975. Its modernization started in March 2024 and was completed in November of the same year, with an increase in capacity of 60 MW (from 300 to 360).
The second unit was commissioned on January 6, 1975, and modernization took place from March to November 2023, with a similar capacity increase of 60 MW (from 300 to 360).
The third unit, launched in February 1977, will be modernized from March to November 2025, also with an increase in capacity of 60 MW.
The fourth unit, which was commissioned in March 1977, underwent modernization from March 2021 to November 2022, with a similar capacity increase of 60 MW.
