The joint project "Institutional Integrity and Transparency in Mongolia" is being implemented between the Anti-Corruption Agency of Mongolia and the U.S. Department of State.

The opening ceremony of the second phase of this project took place on December 12, 2025, at the Anti-Corruption Agency.

Address by Ambassador Richard L. Buangan at the presentation of the second phase of the "Mongolian Institutional Integrity and Transparency (MINT)" project.

"Good morning, esteemed colleagues, guests, and law enforcement members.

It is a great pleasure for me to welcome you to the launch of the second phase of the "Institutional Integrity and Transparency in Mongolia" project. This day symbolizes significant progress in our joint efforts to improve governance and ensure transparency in the country.

I would like to express my gratitude to the International Development Law Organization for organizing this event and to highlight the outstanding leadership qualities of Deputy Attorney General of Mongolia Chinbat Maxim and Deputy Head of the Independent Authority Against Corruption of Mongolia Azjargal Gavaasuren. Your commitment to the fight against corruption plays a key role in building public trust and developing democratic institutions in Mongolia.

This initiative has been made possible through the support of the International Narcotics and Law Enforcement (INL) Bureau at the U.S. Department of State. We are proud to collaborate with Mongolia in strengthening institutional integrity and transparency.

Corruption remains one of the most pervasive and dangerous forms of crime, undermining society, destabilizing governance, and oppressing democracies. Authoritarian regimes often use corruption as a tool to maintain power.

The second phase of this project is part of our broader efforts to strengthen international cooperation in the field of good governance. This includes developing capacity for legal cooperation, mutual legal assistance, investigating complex crimes, and asset recovery, as well as creating multinational networks of lawyers. These connections benefit not only Mongolia but also assist U.S. law enforcement in combating crime.

I hope that the implementation of this project will have a significant impact on the situation in Mongolia, strengthening the rule of law and laying the foundations for justice and accountability for all citizens.

In 2021, the International Narcotics and Law Enforcement (INL) Bureau of the U.S. Department of State initiated a new three-year project called "Institutional Integrity and Transparency in Mongolia," aimed at reducing corruption levels through the prevention, investigation, and prosecution of corruption cases. The first phase of the project launched on March 22, 2022, in Ulaanbaatar, and the second phase was officially opened on December 12, 2025, at the Anti-Corruption Agency.
