In Russia, liability may be introduced for citizens who do not notify about residence permits.

The Ministry of Foreign Affairs of Russia has initiated a draft law that could lead to criminal liability for citizens who fail to notify about obtaining residence permit (RP) status or foreign citizenship. This document has been posted on the portal of draft regulatory acts.

According to the proposal, Russians abroad will be required to report acquiring foreign citizenship or RP within 60 days of receiving the new status.

Failure to comply with these requirements is subject to fines of up to 200,000 rubles or mandatory work of up to 400 hours, as described in the relevant article of the Criminal Code concerning the failure to fulfill the obligation to notify about citizenship or RP.

Currently, Russians are required to report obtaining RP or foreign citizenship within 60 days after returning to Russia. If the law is adopted, those citizens who have already obtained foreign status before the new amendments come into force will be required to notify the consulates within one year from January 1, 2028.
