In the Russian Federation, the Moscow region and St. Petersburg have become leaders in the number of labor migrants

According to statistics, the number of labor migrants working in Russia on a patent increased by 185,000 people in 2025 compared to 2024. In total, about 2.3 million foreigners were employed in the country last year, which is higher than the previous figure of 2.1 million.

Moscow became the most sought-after region for migrants, where about 631,000 foreigners worked on a patent. The Moscow region took second place with more than 427,000 migrants, while St. Petersburg rounded out the top three with over 260,000.

The Tyumen and Sverdlovsk regions also made it into the top five, where more than 64,000 and about 58,000 foreign citizens worked in 2024, respectively.

The least attractive regions for labor migrants were the Chukotka and Nenets Autonomous Okrugs, where 461 and 396 foreign citizens worked on a patent, respectively.
