New Assistance: Deputies Propose to Provide Support to All Children Under 12 Years Old

A draft law has been presented for public discussion, which proposes changes to the Law "On State Benefits." The main goal of the initiative is to increase social support for families and eliminate property barriers that may affect the allocation of benefits.

This document is aimed at strengthening demographic policy, supporting large families, and improving the living standards of the population. One of the most significant proposals is to expand benefits for residents of high-altitude regions, where third and subsequent children born before January 1, 2026, will be able to receive assistance until they reach the age of three. The authors of the project emphasize that this will create equal conditions for all residents of the highlands.

It is also proposed to abolish the so-called "property surveys," which take into account household appliances, livestock, transportation, and other property when determining need. The main criterion for receiving assistance will be the family's total income.

Additionally, the project provides for a monthly payment of 5,000 soms to "hero mothers." According to official data, there are more than 31,000 women in the country with this status.

Furthermore, the draft law introduces the principle of universality: benefits will be provided to all families with children under 12 years old. If a family is considered in need, the benefit may be extended until the child turns 16.

The draft law is already available for discussion on the website of the Jogorku Kenesh. After the public discussion is completed, it will be submitted to the parliament for consideration.
