According to reports, its integration into the work of probation authorities is aimed at creating a safe environment and fostering respectful behavior, as well as reducing the likelihood of repeat incidents of domestic violence.
Protection on paper: why protective orders do not save victims of domestic violence
The key objectives of the program included:
- training in emotional management skills and constructive communication;
- awareness of the consequences of violence for family members;
- fostering responsibility and understanding of legal consequences;
- changing beliefs that contribute to violent behavior.
It is worth noting that, according to the Ministry of Internal Affairs, 19,995 cases of domestic violence were registered in the first 11 months of 2025, which is 27.5% higher than the figures for the same period in 2024.
Additionally, for the first time in the republic, a new format of protective orders has been introduced using electronic bracelets and mobile monitoring. The bracelets were issued to the first 15 offenders in Bishkek.
