This pilot project was initiated at the direction of the Cabinet leadership as part of efforts to improve efficiency and reduce bureaucracy. It involves the Ministry of Justice, the Ministry of Internal Affairs, the General Prosecutor's Office, the Supreme Court, and the Department of Probation of the Ministry of Justice.
As part of the pilot project, electronic monitoring is already being applied in 18 cases of domestic violence: in six cases, electronic bracelets are used, while in twelve cases, mobile applications are utilized. The monitoring period can last up to three months.
The monitoring is conducted around the clock, allowing real-time tracking of compliance with court-imposed restrictions, quickly identifying violations, and responding to potentially dangerous situations. The Ministry emphasizes that the practice of electronic monitoring has proven to be an effective tool for preventive protection.
The legal basis for the implementation of electronic monitoring was a law adopted on October 15, 2025, under number 214, which amended the Code of Offenses and the law "On the Protection and Defense from Domestic Violence."
"Signals of violations of the protective order conditions are automatically sent to the monitoring center of the Ministry of Justice, ensuring a quick response from the authorized bodies. The center, already functioning within the probation service, is now expanding its functions to include electronic monitoring in domestic violence cases, based on the existing infrastructure and experience," the Ministry of Justice reported.
In the near future, the implementation of electronic monitoring is planned for the issuance of initial temporary protective orders. Subsequently, this experience will gradually be extended to other areas of the capital, Bishkek, and then to the entire territory of the country.
