She voiced the issue of increasing membership fees without prior discussion
At a meeting of the Committee of the Jogorku Kenesh on constitutional legislation, state structure, local self-government, and regulations, the Chair of the Bar Association of Chui Region, Aizana Niyazalieva, expressed the opinion that members of the Council of Lawyers and commissions under the Bar Association should carry out their activities on a voluntary basis, without monetary compensation.
According to her, the functions of the Council of Lawyers do not justify the expenses for its maintenance.
"Currently, the Council is mainly engaged in collecting membership fees and renewing certificates. If the fee is not paid, the certificate is not renewed. I believe that members of the Council and the ethics and auditing commissions should work on a voluntary basis," Niyazalieva emphasized.
She also noted that the increase in membership fees was carried out without discussion with the lawyers and without holding a congress, which violates the law.
Since May 2025, the amount of the membership fee has been increased from 200 to 500 soms per month, but lawyers in the regions were not informed in advance about this change.
"We did not discuss this issue. The project was not presented to territorial lawyers, and we learned about it only the day before. Such decisions should be made at the congress of lawyers, where representatives from all regions are delegated," she added.
Niyazalieva also emphasized that the increase in fees particularly affects lawyers from remote regions, such as Naryn, Talas, and Batken regions, for whom exemptions should apply, but in practice, they are not implemented.
