The Ministry of Justice has proposed amendments to the Law "On Advocacy and Advocacy Activities" concerning the procedure for determining and approving membership fees.

According to the current regulations, the amounts of membership fees are established and approved at the congress of lawyers, which is the highest governing body of the Bar.

The new version of the law suggests that this function will be transferred to the Council of Lawyers—a collegial executive body elected by secret ballot at the congress from among nine members.

Deputy Minister of Justice Orozbek Sydykov emphasized that the current membership fee is 200 soms, which does not meet the standards of other countries.

Some deputies expressed dissatisfaction with the proposed changes. At the meeting, the chairperson of the Bar of Chui Region, Aizana Niyazalieva, also spoke, noting that lawyers were not informed about the new initiatives, did not discuss them, and do not support them.

"From May 2025, the membership fee will be increased to 500 soms. Currently, the council is not engaged in active activities other than collecting fees and renewing certificates. Lawyers who do not pay cannot renew their certificates," she added.

As a result, the deputies proposed that the Ministry of Justice hold discussions on this issue with representatives of the Bar and develop a joint solution.
