The Ministry of Construction has put forward amendments to the norms of seismic-resistant construction for discussion.

The Ministry of Construction, Architecture, and Housing and Communal Services has presented a draft order for public discussion, which clarifies the rules for calculating peak ground acceleration (PGA) when designing buildings in Bishkek. This document amends the existing construction standards SN KR 20-02:2024 concerning earthquake-resistant construction.

Changes pertain to the general procedure for calculating peak acceleration for facilities in the capital. For buildings 75 meters tall and above, as well as for unique structures of IV class social responsibility, a special procedure for applying the standards will be established.

The explanatory note states that the need for adjustments arose due to differences in design approaches, where different organizations defined seismic impact differently. According to the Ministry of Construction, this could have led to an underestimation of loads on structures, especially for high-rise and socially significant facilities.

The amendment proposes a unified method for calculating PGA for areas with a seismicity of 8 points, which should enhance the reliability of design solutions, reduce seismic risks, and comply with the current standards SN KR 20-02.

It is also clarified that the implementation of the project will not require financial expenditures and will not lead to negative economic or social consequences.
