Dastan Bekeshev proposes to issue family visas to avoid separating families

The deputy drew attention to the problems faced by citizens who cannot reunite with their relatives due to visa restrictions.



At a recent meeting of the Jogorku Kenesh, Dastan Bekeshev raised an important issue regarding separated families due to the visa regime in place between Kyrgyzstan and Kazakhstan.


He noted that citizens are reaching out to him, experiencing difficulties in reuniting with their loved ones due to migration restrictions. In particular, spouses may be in different countries, while children remain in Kazakhstan if one of the parents is a citizen of that country.


Bekeshev suggested considering the possibility of introducing family visas to alleviate the situation, as well as initiating negotiations with Kazakhstan on mutual concessions for relatives of citizens from both countries.


Almaz Imangaziev, the First Deputy Minister of Foreign Affairs, confirmed the existence of the problem. He reminded that in 2023, Kazakhstan introduced the rule of "90 days of stay within 180 days," which was suspended at the initiative of the Kyrgyz side until the end of 2025. However, in December, Kazakhstan reintroduced restrictions, to which Kyrgyzstan responded with mirror measures.


According to Imangaziev, cases where citizens cannot enter the country are not widespread but are of a humanitarian nature. He added that the Ministry of Foreign Affairs is monitoring the situation at the border, and in the first half of 2026, the authorities intend to consider the possibility of making decisions for individual citizens who have been unable to enter the country for family or other humanitarian reasons.
