The PPP Center's portfolio reached 90 projects with investments of 434 billion soms

The National Investment Agency under the President of the Kyrgyz Republic has reported that the project portfolio of the PPP Center has exceeded 90 projects, with a total volume of private investments amounting to over 434 billion soms.

Currently, 65 projects are actively being implemented. Over the past year, 14 new agreements have been signed in areas such as transport, logistics, agriculture, ecology, waste management, tourism, education, and communications, which has attracted more than $3.9 billion in private investments into the economy of Kyrgyzstan.

Particular attention should be paid to the agreements signed in 2025, which have become the main drivers of investment growth. These include projects such as the construction and operation of the alternative toll tunnel "Kelechek" through the "Too-Ashuu" pass (the Bishkek - Osh highway), the implementation of the "Trans-Eurasian Route," as well as the construction of the eastern bypass road around Bishkek and a trade and logistics center in Kara-Suu.

Among the significant openings of PPP projects in 2025, one can highlight the modernization of regional infrastructure and healthcare, including the sports and wellness complex "Bulak" in Osh, the innovative center U Nexus Hub based at the International University of Kyrgyzstan, and the magnetic resonance imaging center located at the Osh Interregional Combined Clinical Hospital.

One of the main events of the year was the IV International PPP Conference, which took place on October 23-24, 2025, in Bishkek under the slogan "State and Business: Synergy for Strong Partnership." This event became an important platform for discussing strategies for the development of PPPs in Kyrgyzstan.
As part of the cooperation, the PPP Center, together with the EDB and KRSU, initiated a large-scale training program. In 2025, a series of training sessions on project structuring covered civil servants from all regions of the country, and a course based on international PPP standards was introduced at KRSU.

The agreements reached at the conference confirmed successful cooperation with the EDB, which has become a key international partner of the Center in Kyrgyzstan for the implementation of environmental projects in waste management.

The establishment of the PPP Academy became another important milestone of the year and represents a joint initiative of the PPP Center and the Eurasian Development Bank. As part of this project, a specialized multimedia classroom was opened at KRSU, and a course corresponding to international standards was implemented. This will ensure systematic training of personnel and create a personnel reserve for the PPP sector in Kyrgyzstan for the long term.

An important step forward was the adoption of significant legislative changes in 2025. New amendments to the PPP law significantly simplified procedures for investors by introducing a streamlined process for launching small projects and providing the possibility of granting municipal land and property without bidding at a preferential rental rate. These changes have made the mechanisms of public-private partnerships in Kyrgyzstan more transparent and attractive for business.
