The construction of the alternative tunnel "Kelechek" at the Too-Ashuu pass has begun.

Today, an agreement on public-private partnership for the construction of the alternative tunnel "Kelechek" at the Too-Ashuu pass was signed. The leading parties to the agreement are the Ministry of Transport and Communications, the National Investment Agency, and a consortium led by the company OsOO "Tez Zhol," reports the press service of the national agency.

According to the agency, the new tunnel, which will be 11.5 kilometers long, will be located at an altitude of about 2200 meters above sea level and will ensure safe and year-round transportation. The project also includes the construction of two toll stations and two small hydropower plants with a total capacity of 31.3 megawatts, as well as the implementation of a modern tunnel management system.

The total investment in the project will amount to 640 million dollars, which will be fully provided by the private partner without the involvement of budget funds. The implementation and operation period of the new tunnel is set for 49 years.

The project was approved by the resolution of the Cabinet of Ministers of Kyrgyzstan No. 421 dated July 16, 2025, and will become one of the significant infrastructure projects in the country, contributing to increased transportation resilience. The PPP Center will ensure the transparent execution of all stages of construction.
