At the meeting of the Jogorku Kenesh on February 5, Deputy Tumanbaev reminded that after the completion of construction, the company is obliged to pay taxes to the state budget. However, the process is delayed, leading to many facilities being inhabited for a long time but not officially commissioned yet.

“Who benefits from this situation? Billions in taxes are not reaching the tax service. After commissioning, companies are supposed to fulfill their tax obligations, but this is not happening, and the issues are being prolonged. It seems that the employees of the Ministry of Construction are acting in the interests of construction companies and are not facilitating the commissioning of facilities. What is the reason?” Tumanbaev stated.

Minister of Construction Nurdin Oruntaev stated that the deputy's accusations are unfounded.

“Firstly, no one is interested in such a situation. For example, until 2022, there were about 200 facilities in the country where people lived without official commissioning. Currently, a special commission has been established to work on this issue. Last year, about 150 facilities were successfully commissioned, despite having issues in their documents, and some company owners were hiding. Currently, about 50 facilities remain, and work is ongoing,” the minister noted.

First Deputy Prime Minister Daniyar Amangeldiev also added that recently the number of facilities being commissioned has noticeably increased. According to him, in 2025, there were 57% more commissioned facilities than in 2024.
