Tobacco Law in the Kyrgyz Republic to Be Tightened: Hookah Can Only Be Smoked with a License

In Kyrgyzstan, a draft law is being discussed concerning changes to the legislation regulating public health protection and the licensing system. It proposes the introduction of new rules for the use of hookahs.

According to amendments to the law "On Protecting Citizens' Health from the Consequences of Tobacco and Nicotine Consumption," a complete ban on the use of hookahs, shishas, and narghiles in public places is planned. They will only be allowed in specially equipped establishments that have the appropriate license, a ventilation system, and access restricted to individuals over 18 years old.

Furthermore, a clause is proposed to be added to the law "On the Licensing and Permitting System" that will make the provision of services using hookahs a licensed activity. This means that establishments wishing to operate as hookah lounges will be required to obtain a separate license.
