According to the initiator, the code needs to establish a provision that will guarantee the indexing of wages based on changes in consumer prices for goods and services. This, she said, should help increase the real value of workers' salaries.
According to the draft law:
- indexing in budgetary institutions will be carried out in accordance with existing laws and regulations;
- in private organizations, the conditions, procedure, and frequency of indexing will be determined by a collective agreement.
In the justification for the draft law, it is noted that the previous version of the Labor Code, adopted in 2004 under number 106, contained provisions on indexing; however, they lost their validity with the adoption of the new code in 2025.
Akimbaeva noted that from 2014 to 2024, the consumer price index increased by 68.2 percent, which negatively affected the purchasing power of citizens.
