Recently, citizens have faced increased financial costs due to the transfer of debt collection powers to notaries. This was reported by Deputy Dastan Bekeshev at a meeting of the financial committee of the Jogorku Kenesh, which deals with budget, entrepreneurship, and competitiveness issues.

Bekeshev emphasized that under the reform initiated by the Ministry of Justice, notaries now have the right to engage in debt collection.

“Banks and microfinance organizations turn to notaries to recover debts. Previously, they paid minimal fees, but now the state duty amounts to 2,000 soms, while notary services range from 10,000 to 25,000 soms. Thus, if a person owes 10,000 soms, they will have to pay an additional 20,000 soms to the notary and 2,000 soms as a state duty. In total, this amounts to 32,000 soms,” the deputy noted.

He also pointed out that the new system has created an additional financial burden on citizens. Despite the fact that the initiative of the Ministry of Justice was correct, the deputy expressed the opinion that there is a need to establish a minimum debt amount that can be referred to notaries for collection.
