A State Alimony Fund is Proposed to be Established in Kyrgyzstan

Today at a press conference, lawyer and director of the Public Foundation "Institute of Consulting and Law" Aizhan Dzhumanalieva announced a proposal to create a state alimony fund in Kyrgyzstan.

According to her, the fund will be obligated to provide regular payments for child support, taking these responsibilities upon itself. Subsequently, the funds will be recovered through state authorities from the debtors.

The key idea is the returnability of finances. Experts believe that such an initiative will help improve discipline among alimony non-payers.
It is worth noting that a similar experience is already successfully implemented in France and Uzbekistan, while discussions of a similar mechanism have been ongoing for several years in Russia.

“This is an effective mechanism; however, its implementation will require certain funding,” Dzhumanalieva emphasized.

It was also proposed to introduce a new category of "housing alimony" for children whose parents rent housing.

“Most often after a divorce, children remain with their mothers, and many of them are forced to rent apartments. The rent in Bishkek is quite high — a one-bedroom apartment costs at least 40,000 soms,” the lawyer added.

It was previously reported that in 2025, 60,700 enforcement proceedings on alimony cases were registered in Kyrgyzstan.
