If the offense is repeated, the arrest period will be seven days.
Individuals who have settled their alimony obligations will be exempt from liability.Private bailiffs will also gain the right to demand the enforcement of court documents.
Samakov inquired about the number of alimony debtors in the country. In response, Konkubaeva noted that in 2025, bailiffs received 60,720 enforcement orders, but not all of them pertain to non-payers, as some individuals have multiple documents issued against them.
According to the deputy, after the law is enacted, the number of debtors may increase fivefold."Is this to say that half of the men in Kyrgyzstan will be detained? I agree that men should be held accountable for their obligations, but shouldn't alternative measures be applied: seizing property, livestock, or imposing travel bans? All detention facilities won't be able to handle such a number of non-payers. Will this draft law end up being ineffective?" Samakov expressed his viewpoint.
The Deputy Attorney General reminded that the interests of children should remain a priority. Konkubaeva emphasized the need for measures against those who do not pay alimony for a year.
"First, a ten-day period is given for voluntary repayment of the debt, then funds may be seized in banks, travel bans may be imposed, and other measures taken. Last year, only 1,124 criminal cases were initiated," she added.
"The number of arrests will increase fivefold. Be prepared," the deputy concluded.
