During the meeting of the Budget Committee of the Jogorku Kenesh on January 19, Deputy Dastan Bekeshev expressed the need to simplify the alimony system in Kyrgyzstan, noting that the current model is ineffective and requires changes.
He suggested that Deputy Attorney General Ümütkan Konkubayeva initiate an analysis of the work of judicial executors in the context of alimony payments to determine how many people actually fulfill their obligations and how many evade payments.

In Bekeshev's opinion, the main burden falls on women, who often find themselves in difficult situations. He emphasized: “The alimony system does not work. Women have to go to courts and other instances, and they suffer in the process.” The deputy proposed to introduce a minimum amount of alimony that the state should pay in the event of a divorce, and only then recover from the debtors.

“If a man becomes a father, he is obliged to provide for his child, regardless of the situation. Families are formed, and then men leave and create new families without thinking about the consequences,” he added, emphasizing the need to change the approach to alimony payments. Bekeshev insists that in the case of divorce, financial responsibility should fall on the state, which will then recover debts from non-payers.

The Deputy Attorney General agreed with this viewpoint and humorously noted that in such situations, it is better for people not to get married. According to statistics, starting from 2019, about 22% of families divorce annually.

Bekeshev noted that many of these men do not fulfill their alimony obligations. Konkubayeva reported that in 2025, 341 men were deprived of parental rights for refusing to pay alimony. Currently, there are about 60,000 protocols related to alimony, but it is impossible to determine the exact amount of debt due to its constant changes.

The deputy also added that those who encourage the creation of families should be held accountable. “Let those who ask: ‘When are you getting married? When will you marry?’ bear financial responsibility, as they have influence in this matter,” he stated.

Konkubayeva reported that a new approach is being considered, under which the state will pay alimony, and then the prosecutor's office will recover these amounts from debtors.
