Deputy to the Deputy Attorney General: Is the demand to provide service in Kyrgyz a crime?

At the meeting on January 15, Deputy Baktiyar Kalpaev requested the opinion of Deputy Prosecutor General Umutkan Konkubaeva regarding the scandal that erupted on social media.

He noted that recently there has been an active discussion on the internet about the use of the Kyrgyz language. One citizen demanded service in the Kyrgyz language at a store that sells cakes. As a result, he has been under house arrest for nine months by court decision. "Is such a demand a crime?" the deputy inquired.

Umutkan Konkubaeva responded that it would be wrong to assess the legality of actions based solely on the words of the deputy.

She added: "I also saw this discussion on social media and in the media. In order to provide a complete conclusion, it is necessary to study all the materials of the case, taking into account the interests of both parties: the victim and the accused. We cannot assert the presence or absence of a crime without a comprehensive analysis."

The parliamentarian reminded that a law on the state language was adopted last year and mentioned that President Sadyr Japarov spoke in Kyrgyz at the UN podium, while Kamchybek Tashiev urged investors to use the Kyrgyz language in communication.

"I believe it is wrong to bring people to court for demanding service in the Kyrgyz language. I urge entrepreneurs in the service sector to respect the Kyrgyz language and contribute to its development. If they live in Kyrgyzstan, they should treat its language with respect," the deputy emphasized.
