During a meeting of the Committee on International Affairs, Defense, Security, and Migration of the Jogorku Kenesh of the Kyrgyz Republic, she reported that during the specified period, 2,012 Pakistanis were fined, and 672 were expelled from the country. Additionally, 18 citizens of Pakistan were convicted, among whom one received a life sentence.
“This citizen was found guilty of violent sexual acts and murder committed in 2012. The other crimes for which Pakistanis were convicted are mainly related to conflicts among them — these include robberies, causing minor bodily harm, and organizing illegal migration,” Konkubaeva clarified.
This information was presented in the context of discussing a draft agreement on the transfer of convicted persons between Kyrgyzstan and Pakistan. The Deputy Attorney General noted that previously, the exchange of convicts had not been practiced.
Konkubaeva also added that there are no citizens of Kyrgyzstan in Pakistani prisons. According to data provided by the Pakistani side, 191 Kyrgyz citizens have undergone consular registration, of which 120 are registered on a permanent basis, and 71 on a temporary basis.
“Most of them are citizens of Kyrgyzstan who married Pakistanis, their children, as well as students of religious educational institutions,” the Deputy Attorney General reported.
In response to questions from parliament members, Umutkan Konkubaeva explained that the signing of the agreement would not lead to the automatic extradition of all convicts. The extradition process is carried out at the request of one of the parties, and each case is considered individually. The transfer of convicts is only possible if the legislation of both countries provides for the same punishment for the given crime. As a result of the discussion, committee members approved the draft agreement.
