The Deputy Director of the Bailiff Service under the Prosecutor General's Office, Kubanychbek Kapalov, reported that as of 2025, there are 60,700 enforcement proceedings for alimony obligations in Kyrgyzstan.

Kapalov also noted that a draft law is currently being developed, aimed at tightening the responsibility for alimony debtors.

“We plan to introduce a new provision that will allow for administrative arrest of debtors for a period of three to seven days. There is also an article in the Criminal Code that provides for imprisonment for a term of one to three years. The draft law has already passed its first reading in the Jogorku Kenesh,” he stated.

He added that the amount of alimony depends on the income and place of residence of the debtors. “If the debtor is unemployed, the average monthly salary for the region is taken into account. Depending on the number of children, alimony generally starts at 7,000 soms per child, as, for example, in Tokmok,” Kapalov clarified.

It should be noted that the Prosecutor General's draft law “On Amendments to Certain Legislative Acts in the Field of Enforcement Proceedings” introduces the institution of private bailiffs and tightens penalties for alimony non-payers.
