
The deputy proposed to ease punishments for youth
At a plenary session, Deputy of the Jogorku Kenesh Elvira Surabaldiyeva addressed the Ministry of Internal Affairs with a request to reconsider the approach to punishments for youth convicted under drug-related articles. She believes that many of them have become victims of circumstances, inexperience, or manipulation.
Surabaldiyeva pointed out that harsh punishments cause irreparable harm to the lives of young people aged 18-19.
She noted that about 30 mothers have approached her, whose children have been convicted under Article 282 of the Criminal Code. According to her, many of these young people became involved in criminal activities without realizing the consequences and were only seeking easy money.
The deputy emphasized that law enforcement agencies mainly detain minor performers and "dealers," while the real drug barons remain unpunished.
Surabaldiyeva proposed to amend the legislation to take into account the age of offenders and the circumstances of their first crime.
It should be noted that the production and distribution of drugs and psychotropic substances for the purpose of sale are serious crimes under the Criminal Code and entail long prison sentences with confiscation of property.
