The Ministry of Economy and Commerce has proposed to ban access to websites and social media accounts that conduct prize, money, or real estate lotteries. The draft law is being submitted for public discussion.
The agency noted an increase in cases of organizing illegal lotteries and binary options. Such activities are often hidden under the guise of promotional campaigns or charitable collections. Citizens are lured in with promises of winning large sums of money, valuable prizes, and even cars. However, such events violate existing laws.
Considering the emerging risks and threats, the ministry proposes to take additional measures to strengthen state control, combat illegal practices, and improve the financial literacy of the population. In particular, this may include fines ranging from 50,000 to 100,000 soms and imprisonment for a term of 3 to 5 years.
Telecommunications and internet providers will be required to restrict access to such resources within 24 hours of receiving a notification accompanied by a court decision.
Additionally, banks, payment systems, and virtual asset service providers will be required to block transactions related to binary options and report information to financial intelligence authorities.
It should be noted that the proposed restrictions do not apply to promotional lotteries.
