The Jogorku Kenesh is considering candidates for three ministerial positions at once

Deputies are engaged in appointments in the Ministry of Emergency Situations, Ministry of Natural Resources, and Ministry of Transport



Currently, the committees of the Jogorku Kenesh are considering candidates for the positions of ministers of three important departments: emergency situations, natural resources and ecology, as well as transport and communications. Below is information about each of the candidates.

Candidates for three ministerial posts are being considered in the Jogorku Kenesh

Urmатbek Shamyрkanov, born on October 7, 1969, holds the rank of Major General.


He received higher education at the Kyrgyz State National University in 1996 and military education at the Academy of Civil Defense of the Ministry of Emergency Situations of Russia, where he completed his postgraduate study in 2011. Shamyрkanov is a candidate of technical sciences in the specialty "Safety in Emergency Situations" and an associate professor.


His career began in the late 1980s when he served in the Armed Forces of the USSR and worked in civil defense and emergency situations structures. He held various positions, including head of the civil defense headquarters of the Jumgal district and commander of search and rescue units.


Throughout his career, he has headed the Ministry of Emergency Situations management in Bishkek, the operational management of the ministry, and the diving training center. Since 2020, he has held the position of Deputy Minister of Emergency Situations.




Talantbek Soltobaev was born on July 2, 1982.


His career began as an intern and assistant to the head of the marketing department at Gazprom Neft Asia LLC, after which he became a consultant at the travel company SkylineAsia.


From 2008 to 2010, he interned in the department of international affairs and inter-parliamentary cooperation of the Jogorku Kenesh, and then worked as a consultant and expert in the relevant committees of parliament.


It is worth noting that there is a controversial moment in his biography: on September 1, 2025, information was published about the detention of the first deputy minister of transport and communications, related to the capital repair of Sheraliyev and Lenin streets in Naryn. After public criticism of the prolonged repairs, Soltobaev was relieved of his duties.



Akyл Toktobaev is currently 33 years old. He graduated from the Kyrgyz-Russian Slavic University with a degree in "World Economy," and then obtained a master's degree at the Kyrgyz State Law Academy in "Jurisprudence."




He also began his professional path as an intern and assistant in the marketing department of Gazprom Neft Asia LLC, later becoming a consultant at the travel company SkylineAsia.




From 2008 to 2010, he interned in the department of international affairs and inter-parliamentary cooperation of the Jogorku Kenesh, and then worked in the reception of the head of the parliament's apparatus.




Since 2010, he has been working as a consultant and expert in the relevant committees of the Jogorku Kenesh, including committees on land and agrarian issues, ecology, and regional development. He is currently working in the committee on the fuel and energy complex.


The deputies of the committee on constitutional legislation, state structure, local self-government, and the regulations of the Jogorku Kenesh unanimously approved all three candidates without discussions or questions.
