
The fine will range from 5,000 to 20,000 soms
The Kyrgyz Ministry of Education has proposed to introduce fines for parents whose children show disrespect towards teachers. This draft law is currently open for public discussion.
One of the main reasons for developing this document is the insufficient attention to the protection of teachers' rights and the increase in cases of violence against them from both students and their parents. This, in turn, leads to burnout and the departure of specialists from the education sector.
Moreover, the authors of the draft law point out the existing bureaucracy and other issues related to the management of educational institutions. In particular, it is noted that teachers are often tasked with responsibilities unrelated to their primary activities.
In the event of violations in the specified areas, the proposed fine is to be set between 50 to 100 calculation indicators (5,000 to 10,000 soms). In case of repeated violations within a year, the fine may reach 200 calculation indicators (20,000 soms).
Additionally, the draft law provides for stricter penalties for individuals for disrespectful behavior towards teachers while they are performing their official duties:
- for insulting teachers - up to 50 calculation indicators (5,000 soms),
- for parents or guardians whose children show disrespect to teachers, a warning or a fine of 100 calculation indicators (10,000 soms) is proposed.
