The project is initiated by the Agency for Community Development and Investments of the Kyrgyz Republic (ARIS) in collaboration with the Climate Financing Center under the Cabinet of Ministers. The main goal is to reduce greenhouse gas emissions and enhance energy efficiency in public buildings through the implementation of low-carbon solutions and the creation of sustainable financial mechanisms.
Among the key obstacles identified are limited access to long-term financing, insufficient coordination among various agencies, and the need to develop institutional and technical skills.
According to ARIS Deputy Director Asel Mambetalieva, "The success can be considered the implementation of real measures to improve energy efficiency and the emergence of fully modernized buildings. It is important to create a system for future projects, not just engage in one-off investments. ARIS has accreditation for direct access to funding from the GCF, and this project should serve as a catalyst for launching other similar initiatives."

Representatives of government bodies from all forty districts of the country gathered at the event. During group discussions, proposals were made that will be considered in preparing an application to the GCF for grant funding to implement the project.
