At a recent meeting of the Jogorku Kenesh Committee dedicated to science, education, innovation, and culture, changes to the legislation on external migration were discussed.
Deputy Chief of Staff of the President Almaz Raimbekov presented the draft law.
He noted that currently, to obtain a civil passport, children under 16 years old require the consent of both parents. However, difficulties often arise in obtaining this consent.
The reasons can vary: one parent may be abroad, avoid communication with the child, there may be conflicts between the parents, or the whereabouts of one of them may be unknown.
These circumstances create significant problems for minors.
"Children cannot travel abroad for studies, participate in competitions, olympiads, and other educational events. They also have limited opportunities to travel for medical assistance and to participate in sports competitions," he emphasized.
According to Raimbekov, the draft law proposes that a passport for citizens of Kyrgyzstan under 16 years old can be issued based on the application of one of the parents.
This innovation is expected to simplify the process of obtaining passports for children and improve the quality of public services in this area.
The deputies expressed their support for this draft law.
