At the meeting on February 24, Deputy Minister of Internal Affairs Adylbek Biibosunov presented changes to the Code of Offenses. Under the new bill, traffic inspectors will check drivers who have committed one of eight serious violations right at the scene of the incident. If the driver cannot answer the inspector's questions, their license will be revoked.
Kozukeev explained that when stopping a driver for one of the specified violations, they will be asked to answer six questions on a tablet. If they provide correct answers to at least four, they will be allowed to continue driving. If the driver answers correctly to only three, their license will be temporarily confiscated, and a temporary one will be issued for a period of 60 days. During this time, they must pass an exam at "Unaa".
Deputy Ulukbek Uzakbaev raised the issue of the possibility of appealing the inspector's decision.
He asked, "What should a driver do if they disagree with the procedure for conducting the test by the inspector?"
In response, Biibosunov stated that the results of the testing will be recorded on the inspector's tablet and stored in the system.
Kozukeev added that a driver who disagrees with the results will be able to retake the exam at "Unaa" several times within 60 days. The procedure for retaking the exam will be determined by a separate regulation.
