According to the new draft law, a mechanism will be introduced to test drivers' knowledge of the traffic rules (PDD) at the moment certain violations are detected.
This process will not apply to all offenses, but only to eight articles:
- Part 1 of Article 182 "Driving a vehicle with technical malfunctions that prohibit its operation";
- Part 4 of Article 182 "Driving a vehicle without state registration number plates or with missing plates";
- Article 185 "Ignoring the demands of authorized officials to stop the vehicle";
- Part 3 of Article 187 "Exceeding the speed limit by more than 40 kilometers per hour, but not more than 60 kilometers per hour";
- Part 4 of Article 187 "Exceeding the speed limit by more than 60 kilometers per hour";
- Part 3 of Article 188 "Violating the rules for passing intersections, driving on sidewalks, and other traffic-related violations";
- Part 4 of Article 188 "Failing to yield to vehicles with activated special signals";
- Part 5 of Article 188 "Violating overtaking or maneuvering rules by entering the oncoming lane";
- Part 1 of Article 189 "Auto hooliganism, including racing and dangerous maneuvers in unauthorized places";
- Part 2 of Article 192 "Violating traffic rules causing damage to property";
- Part 3 of Article 192 "Violating traffic rules resulting in harm to health, if it is not a criminal offense";
- Article 194 "Driving a vehicle modified without approval from the authorized body";
- Article 195 "Violating the rules for transporting hazardous goods".
If a driver fails the knowledge test, their license will be temporarily suspended, and they will have to retake the exam. If the driver does not pass the exam within 60 days, their license will be suspended.
Deputy Bolot Ibragimov expressed concerns about potential corruption risks, pointing out that some officials might require the exam from all drivers regardless of violations to solicit bribes.
However, the Deputy Minister of Internal Affairs assured that such risks are excluded.
"All employees will be equipped with body cameras, and we also plan to purchase tablets for audio recording. Questions will be automatically generated on the screen, the process will be fully automated, and six questions will be asked," noted Adylbek Biibosunov.
The test will be considered successfully passed if the driver answers four out of six questions correctly.
Deputy Ibragimov also added that he cannot support the draft law, reminding that the employees of the State Traffic Safety Department (GUOBDD) themselves could not answer simple questions about the meanings of traffic signs.
At the initiative of President Sadyr Japarov, starting from September 1, 2025, a knowledge check of traffic rules for violators at the stop site was introduced. However, later, the GUOBDD of the Ministry of Internal Affairs reported that the deadlines for implementing the procedure were postponed. An interdepartmental commission was created to fulfill the president's directive, which developed the corresponding amendments to the Code of Offenses.
