House committees and neighborhood representatives want to be granted the right to draw up reports on violations of the noise law.

Today, the Committee on Judicial and Legal Affairs and Law Enforcement of the Jogorku Kenesh held the first reading of amendments to the law on silence proposed by the Ministry of Internal Affairs. These changes imply that law enforcement agencies will be able to impose fines on citizens for violations of this law.

Deputy Minister of Internal Affairs Oktobyr Urmambetov noted that the enforcement of the law on silence is currently carried out by the Department of Disease Prevention and State Sanitary and Epidemiological Supervision of the Ministry of Health. However, this department has certain resource limitations, and most complaints are received during nighttime. Therefore, the Ministry of Internal Affairs proposes to transfer these powers to local authorities and law enforcement agencies.

“Employees of the internal affairs agencies will respond to calls, record violations, and draw up protocols. In addition, we plan to grant powers to housing committees, neighborhood representatives, and village councils. In the event of a complaint from neighbors, they will be able to draft a violation report, attaching photo and video evidence, and send these materials to us for further investigation,” added Urmambetov.
