In the draft resolution published for discussion, the following signal colors for various services are specified:
1. Red-blue:
- internal affairs bodies (IAB);
- state protection services of national security bodies (SPS NSB);
- military automotive inspection (MAI).
- emergency services;
- ambulance;
- cash transportation and transportation of valuable cargo;
- escort service;
- transport inspection.
- communal-technical, construction, and road services;
- special vehicles and self-propelled machines;
- services for transporting hazardous and oversized cargo.
Drivers of special vehicles with activated blue and red-blue flashing lights may not comply with certain traffic rules.
Vehicles with yellow or orange flashing lights do not have priority over other road users.Ministries and agencies with vehicles equipped with special signals (excluding IAB, SPS NSB, and MAI) must have a road safety engineer or a person responsible for the operation of such vehicles on staff. Regular briefings for drivers and maintenance of the vehicles in good condition are also required.
Regulation of the Use of Special Signals
Special light signals must be activated as necessary during the performance of official duties.Sound signals are activated depending on the situation, but only when the light signal is on, to attract the attention of road users and ensure safety.
Drivers of specialized vehicles must choose a speed that allows for safe vehicle control, taking into account road conditions and traffic intensity.
When maneuvering, such as overtaking or passing intersections, drivers are required to activate sound signals in advance, considering the road situation.When moving in columns of official vehicles, the sound signal may only be used by the accompanying vehicle driver.
Features of the Use of Special Signals
The right to use special signals is granted to:- IAB employees - for maintaining public order and escorting special columns;
- SPS NSB drivers - when escorting delegations and performing official tasks;
- MAI drivers - during the escort of special columns and troop redeployment;
- emergency service drivers - when responding to incidents;
- cash transportation and escort drivers - when transporting valuables;
- transport inspection drivers - at control points;
- ambulance drivers - during emergency calls and patient transport.
General Requirements for Identification Marks
The color graphic schemes of the outer surfaces of operational and special service vehicles include:- main color;
- decorative stripes;
- informational inscriptions;
- identification marks.
The schemes on both sides must be identical in appearance and color.
The colors and sizes of the scheme elements are established by order of the Center for Standardization and Metrology under the Ministry of Economy and Commerce (Kyrgyzstandard).
Images of coats of arms and emblems must comply with state standards.
Special purpose vehicles must be equipped with special light and sound signals.Signal beacons must be installed on the roof, providing a 360-degree view. Installation in other locations is not permitted, except for IAB, SPS NSB, and MAI.
For these services, the signal must be visible at an angle of 360°, but a reduction to 180° is allowed, provided it is not obstructed from the front.
The installation of multiple beacons on one vehicle is permitted.
Special light signals in yellow or orange must be installed on self-propelled machines moving on public roads wider than 2.55 m and at a speed of at least 20 km/h.
Responsibility for the Use of Vehicles with Identification Marks
Violations of the rules for applying color graphic schemes and special signals entail liability for drivers and officials in accordance with the Code of Offenses.Unauthorized installation of special signals without the permission of the Main Department of Traffic Safety also incurs liability.
