Six Questions on the Road. The Ministry of Internal Affairs Explained How Drivers Will Be Tested on Traffic Rules
Deputy Minister of Internal Affairs Adylbek Biibosunov reported that the new law will propose checking drivers' knowledge of traffic rules at the site of the violation, except in cases where violations are recorded automatically using cameras.
According to him, this initiative aims to quickly identify drivers with insufficient knowledge of traffic rules and improve discipline on the roads.
A new article is planned to be added to the Code of Offenses, which will define the procedure and grounds for checking the knowledge of traffic rules among drivers who have violated them, as well as the consequences for failing the check.
Deputy Bolot Ibragimov expressed concern that this new measure could lead to corruption.
In response, Biibosunov noted that inspectors will be equipped with body cameras, and there are plans to purchase 1,050 special tablets, which should reduce the risk of corrupt actions.
Ibragimov also inquired about how the check will be conducted. The Deputy Minister explained that the procedure for the check will be outlined in a separate regulatory act.
Biibosunov explained that if a driver violates the rules, the inspector will stop them and draw up a report. The inspector will have an electronic tablet with six questions. If the driver answers at least four questions correctly, they will be allowed to leave after the report is completed. Otherwise, their driver's license will be temporarily confiscated, and they will have to retake the exam.
Ibragimov clarified whether the results of such a check would be recorded in the system.
Biibosunov confirmed that the system will automatically select six questions from the database, and they will appear on the tablet screen. If the driver is unable to answer the questions, this will be reflected in the system, and all data will be saved.
