The ministry reported that the most significant event was the adoption of the Digital Code — the first comprehensive document regulating the digital sphere in the country.
The Digital Code and Its Role in AI DevelopmentThe Digital Code of the Kyrgyz Republic was signed on July 31, 2025. This document established a legal framework for the further development of the digital ecosystem.
In particular, it includes rules for the use of artificial intelligence, risk assessment mechanisms, and designates a coordinating body. It also addresses issues of digital identification, the use of big data, protection of citizens' rights, and the creation of regulatory sandboxes.
The ministry emphasized that this is an important step towards creating a National Digital Ecosystem.
Electronic Document Management and AdministrationThe electronic document management system "SED Infodoks" registered 33.7 million documents, and the total number of users reached 162,000.
A reform in the field of digital transformation management was also implemented: "digital deputies" were introduced in all government agencies, and a personnel reserve was created.
Personnel Initiatives and CybersecurityIn 2025, more than 1,000 civil servants underwent training in digital literacy programs, including regional seminars and training for trainers.
Additionally, national cyber exercises were conducted with the participation of 300 specialists.
Plans for 2026For 2026, the ministry has set the following priority tasks:
- implementation of artificial intelligence in the public sector;
- development of data-driven management;
- modernization of digital platforms;
- reengineering of public services;
- strengthening cybersecurity measures.
