The students of the "Akniyet" center did not complain about the staff to the Bishkek city hall.

The director of the Department of Social Development of Bishkek, Aizada Junusova, reported that no complaints had been received by the mayor's office from the wards of the "Akniet" center regarding the staff of the institution. This statement was made in light of an inspection conducted at the end of December 2025.

As part of the monitoring, a working commission was established, which included specialists from the department and the social development administrations of four districts. The commission reviewed the documentation and personal files of the children in the center, and based on the results of the inspection, recommendations were issued to address some observations. During conversations with the children, no confirmations of abuse were found, Junusova noted.

When asked about measures to prevent violence against children, she pointed out that the department has 10 subordinate institutions, including two children's rehabilitation centers: "Akniet" and "Aidanek".

"Every quarter, we conduct monitoring and discussions with the educators. The mayor's budget for 2026 includes funds for training educators to help them better interact with children who come to the institutions with different life circumstances. When hiring new staff, we conduct interviews, request recommendation letters, and check for criminal records," she added.

Junusova also noted that educators try to find common ground with the children; however, conflicts among the wards do occur since they live in the same house. For example, girls may sometimes argue over a hairpin or a pen, and then the educators hold discussions with them.

At the session of the Bishkek City Kenesh in December 2025, deputy Kazybek Ergeshov mentioned that teenagers regularly run away from the "Akniet" center. He stated that there are complaints and video recordings documenting cases of hazing and abuse by older teenagers and staff.

"The issue of abuse requires attention. It is necessary to take control of the situation and conduct a commission visit to the center," he urged the mayor's office.

In response, Vice Mayor Victoria Mozgacheva acknowledged the existence of the problem, noting that it concerns children in conflict with the law.

Recently, the capital's Main Internal Affairs Directorate reported that eight teenagers had escaped from "Akniet" between January 20 and February 19, 2026; four of them were found on February 24.
