Starting March 1, a new law will come into effect in Russia that expands the grounds for the dismissal of foreign workers. Now, if any region of the country imposes restrictions on the attraction of foreign labor, employers will be able to terminate the contracts of migrants.

Previously, the Russian Labor Code only specified federal restrictions as grounds for terminating employment contracts with foreigners. However, local authorities' decisions have now been added.

The federal law "On Amendments to Article 327.6 of the Labor Code of the Russian Federation" has already come into force.

As stated in the explanatory note to the law, similar restrictions were introduced in 2025 in regions such as the Moscow region, Krasnodar Krai, Nizhny Novgorod, and Novgorod regions, where local acts prohibited the attraction of foreigners working under patents in certain sectors.

Previously, employers could face huge fines of up to 1 million rubles or even suspension of activities for violating these restrictions. Now, their decisions to dismiss migrants will not be deemed illegal, which eliminates existing legal risks, as noted in the document.

It is worth noting that since 2024, 22 federal laws aimed at tightening migration policy have been adopted in Russia.
