Deputies raised the issue of children traveling abroad with the consent of one parent

According to them, in families where parents are divorced, there are often difficulties in obtaining the consent of the second parent.



During the first reading, the draft law "On Amendments to the Law of the Kyrgyz Republic 'On External Migration'" was considered at a meeting of the Committee on International Affairs, Defense, Security, and Migration.


The information about the draft law was presented by the Deputy Head of the President's Office, Almaz Raimbekov.


He noted that the aim of developing this draft law is to simplify the process of issuing a civil passport for citizens under the age of 16.


According to him, the adoption of this document will allow for more effective protection of children's rights and eliminate unnecessary complications for families.


During the discussion, Deputy Zhyldyz Sadyrbaeva raised the relevant issue of the need to formalize a power of attorney for taking a child abroad.


She emphasized that it is important to establish a clear mechanism for obtaining parental consent not only for issuing a passport but also for the child's departure.


Deputy Cholpon Esenamanova also highlighted the importance of allowing one parent to provide consent for crossing the border.


According to her, in families where parents are divorced, it is often difficult to obtain the consent of the second parent.


Deputies Gula Kozhokulova also pointed out this problem.


"Although the consent of one parent is required for obtaining a civil passport, the actual departure is only possible with the consent of both. Thus, we create a permission but simultaneously impose a restriction," the deputy noted.
