The Ministry of Health proposes changes to the legislation on medical insurance



In the Kyrgyz Republic, it is proposed to cover the contributions for mandatory health insurance for all citizens under 18 years of age from the state budget. These changes pertain to the law "On Medical Insurance of Citizens in the Kyrgyz Republic."


The Ministry of Health is the initiator of this bill. The document includes an amendment to Article 9, which states that the government will make contributions to the Mandatory Health Insurance Fund for children and adolescents until they reach 18 years of age.


According to current legislation, contributions for health insurance must be paid by individuals who are 16 years old and older. However, as indicated in the justification, taking into account the Constitution, the Code on Children, and the Convention on the Rights of the Child, minors are considered to be individuals under 18 years of age.


The ministry emphasizes that the main goal of the proposed changes is to ensure mandatory health insurance and guarantee children access to free and subsidized medical services within the framework of the State Guarantee Program through medical institutions that operate under contracts with the Mandatory Health Insurance Fund.


The procedure and amount of contributions for children will be established by the Cabinet of Ministers.


It is also worth noting that the Jogorku Kenesh has already adopted the bill in the second reading.
