The Ministry of Health of Kyrgyzstan proposes to amend the Law "On Medical Insurance for Citizens in the Kyrgyz Republic".

At a meeting of the Committee of the Jogorku Kenesh on Labor, Health, Women's Affairs, and Social Issues held on January 27, Deputy Minister of Health Aibek Matkerimov reminded that citizens have the right to free services in state medical institutions. Services, including preferential conditions, are financed by the state under the program of state guarantees.

The Deputy Minister pointed out that contributors to mandatory health insurance are considered to be individuals aged 16 and older. However, according to the Children's Code, minors are defined as individuals under 18 years of age.

In this regard, it is proposed to introduce an amendment that will allow for deductions from the state budget for citizens until they reach the age of 18.

During the discussion, Deputy Gulnara Baatyrova noted that there is only one type of policy in the country — the standard one. She suggested developing additional options for policies.

The head of the Mandatory Health Insurance Fund, Azamat Mukhanov, reported that the possibility of introducing a travel policy and voluntary insurance is being considered.

“Currently, meetings are being held to discuss this issue, and after determining the volumes and packages, they will be submitted for consideration,” added the director of the MHIF.

He also noted that the right to health insurance is granted to working citizens, pensioners, students, military personnel, and children, while those not covered by the mandatory health insurance policy can access 12 basic tests, whereas those with a policy can undergo 40 types of tests for free and receive treatment for cavities.

Mukhanov also reported that by the end of 2025, 200,000 policies had been issued for a total of 702 million soms.
